Santa Barbara's ADU policies have been evolving since 2016, and hundreds of units have been built under the increasingly homeowner-friendly rules. The city holds itself to a 60-day review timeline for ADU submissions, and most permits wrap up within three to four months of initial submittal. A February 2023 code update pushed things further, opening up residential ADU conversions in the upper floors of mixed-use commercial buildings. Local coverage has framed ADUs as a real lever on the city's housing crunch, as reported by the Santa Barbara Independent.
Size, Height, And Setbacks.
Detached ADUs can reach 1,200 square feet with an 18-foot height allowance; the county average unit is about 630 square feet, so there is plenty of headroom. Attached ADUs are capped at 1,200 square feet or 50% of the primary residence's floor area, whichever is smaller, and can match the main home's height up to 25 feet.
Every ADU must be at least 150 square feet and keep 4-foot setbacks from rear and side property lines. Placing a unit in the front yard requires a 20-foot setback from the front lot line plus screening from street view, and some neighborhoods require more.
Fire Zones, Parking, And Special Rules.
If your property sits in the Very High Fire Hazard Severity Zone, only "Special ADUs" that meet enhanced safety criteria can be approved, so confirming your zone early matters. Check your lot and we will flag it before you spend a dollar.
Standard rules call for one uncovered parking space per ADU, but properties within a half mile of public transit or inside designated historic districts may qualify for exemptions. The underlying rules were adopted through the city's 2022 ADU ordinance amendments.
Unit Counts And The Rental Upside.
Single-family properties can add one detached ADU, one garage-conversion ADU, and one JADU. Multifamily properties can add up to eight detached ADUs plus conversions of non-residential interior space, like storage areas or offices, up to 25% of the existing unit count.
